Except thats the point of Nehalem being able to dynamically disable cores and OC according to the new TDP of running only dual core.

Only difference is unlocked multiplier and much higher price tag!
Even overclocking by rising FSB instead of multiplier should be more more beneficial because it increases available bandwidth for data transfer between CPU and everything else.
